The following protocols are currently being developed by the California Registry:

Natural Gas Transmission & Distribution Entity Reporting Protocol

The Natural Gas Transmission & Distribution (T&D) Protocol will provide entity-wide guidance to natural gas T&D companies for identifying GHG sources, measuring, and calculating emission levels, reporting GHG inventories, and verifying emission reports. The users of this protocol will be interstate and intrastate natural gas transport organizations.

Protocol Development Process

The California Registry is committed to developing reporting protocols in an open, transparent and consensus-based process. We have pioneered a successful multi-stakeholder approach to developing protocols. The approach promotes broad participation and has built a reputation for regulatory-quality protocols that business, government and environmental communities all stand behind. This process generally includes the following components:

  • Voluntary workgroup assembly – a multi-stakeholder workgroup is formed with representatives from industry, government, academia and environmental organizations that is tasked with developing the draft protocols and helping staff address key issues in protocol
  • Internal review – workgroup members’ respective organizations review the drafts and provide feedback
  • Public review – revised drafts are posted on this website, listserv messages are sent to our mailing list to solicit comments, and a public workshop is held to solicit feedback and answer questions
  • Board review and consideration – protocols are presented for consideration and adoption by the California Registry's Board of Directors
  • Ongoing opportunity for public feedback and comment
