The California Registry convened the Cement Protocol Review Group in June 2005 to participate in its process to evaluate and comment on the draft GHG emission accounting guidance developed for entity-wide reporting within the cement sector. The Cement Protocol is an appendix to the California Registry’s General Reporting Protocol. It provides focused guidance on calculating emissions associated with the calcination of raw materials to produce clinker, a key component of cement. Links to the California Registry’s cement protocols and reference documents are provided below. The protocols were approved by the California Registry’s Board on December 14, 2005.
The California Registry held two conference calls (in July and October of 2005) with the Cement Review Group to discuss the California Registry’s program, its reporting rules, and the technical aspects of the protocol. The conference calls were also an opportunity for the California Registry to receive feedback on the draft guidance. The California Registry has received written comments from federal agencies, environmental organizations, and the cement industry.

Cement Protocol Workshop – November 15, 2005
On behalf of the California Registry, the California Energy Commission hosted a public workshop on the draft cement reporting and verification protocols. The California Department of Transportation also participated in the workshop. The California Registry welcomed the public to participate in the workshop and provide feedback on the California Registry’s protocols. A link to the workshop notice and agenda is provided below.
The Energy Commission and the Department of Transportation considered information obtained at the workshop to develop their recommendations to the California Registry regarding adoption of industry-specific protocols for the cement industry.
